LETTER FROM CARDINAL BERTONE TORCISIO, SECRETARY OF THE CONGREGATION FOR THE DOCTRINE OF THE FAITH TO PUERTO RICAN PRESIDENT OF THE EPISCOPAL CONFERENCE, BEING MONSIGNOR ULYSSES CASIANO VARGAS

As you will present the Bishops of Puerto Rico in the last Ad Limina Visit photo
This Congregation requested a ruling on the alleged "apparitions" of the Virgin several children in the corner of Sabana Grande Barrio, currently diocese of Mayaguez, that took place in 1953.
From the very beginning of the case the Bishop of Ponce, Bishop James McManus, whose jurisdiction was then the place of the "apparitions", after a "preliminary investigation" found that the facts were unfounded worthy of credibility.
Subsequently, in 1989, His Excellency, Bishop of Mayaguez and assuming its mission Ordinary, constituted a Commission to investigate the case in question following the criteria established by the Congregation for the examination of phenomena of this kind. On completion of this investigation, His Excellency issued a decree, dated April 3, 1989, whereby assuming the findings of the research committee, said:
"1. That the evidence provided does not meet the criteria established by the Congregation of the Faith about the apparitions of the Virgin.
Two. The various points raised in everything related to the alleged apparitions tend to confligir not shed enough light and to establish the supernatural event. "
In view of the above, considered the jurisdiction of the local ordinary exam and discernment fenómemos similar, and the criteria with which the investigation was carried out, and saw the view of the Episcopal Conference of Puerto Rico, this Congregation supports the above statement by His Excellency, according to which there is no record of the alleged supernatural "apparitions" of the Blessed Virgin Mary in the Well of Sabana Grande.

Excelencia:
Como usted tendrá presente, los Obispos de Puerto Rico en la última Visita Ad Limina han
solicitado a esta Congregación un pronunciamiento sobre las presuntas "apariciones" de la
Santísima Virgen a varios niños en el Barrio Rincón de Sabana Grande, actualmente diócesis de Mayaguez, que habrían tenido lugar en el año de 1953.
Ya desde el inicio del caso el Obispo de Ponce, S.E. Mons. James McManus, bajo cuya jurisdicción se encontraba entonces el lugar de las "apariciones", después de una "sumaria investigación" consideró que los hechos carecían de fundamento digno de credibilidad.
Posteriormente, en el año 1989, Su Excelencia, como Obispo de Mayaguez y asumiendo su misión de Ordinario del lugar, constituyó una Comisión para que estudiase el caso en cuestión siguiendo los criterios establecidos por esta Congregación para el exámen de fenómenos de este género. Al término de dicha investigación, Su Excelencia emitió un Decreto, fechado el 3 de abril de 1989, con el cual asumiendo las conclusiones de la comisión investigador, ha declarado:
"1. Que la evidencia suministrada no satisface los criterios establecidos por la Congregación de la fe en torno a las apariciones de la Virgen.
2. Que los distintos puntos expuestos en todo lo relacionado con las supuestas apariciones tienden a confligir y no arrojan suficiente luz para establecer el hecho sobrenatural".
Habida cuenta de cuanto antes expuesto, considerada la competencia del Ordinario del lugar en el exámen y discernimiento de semejantes fenómemos, así como los criterios con que se ha efectuado dicha investigación, y visto el parecer de la Conferencia Episcopal de Puerto Rico, este Dicasterio apoya la antes citada declaración de Su Excelencia, según la cual no consta la sobrenaturalidad de las presuntas "apariciones" de la Santísima Virgen María en el Pozo de Sabana Grande.
